The soviet can only attack in karelia and petsamo becouse of bad supply and they will get bogged down in central finland and be easy prey for encirclement. I just added arty, aa and eng support to infantry and did fine. If you have enough trucks also add logistics. At guns might work for Finland but I've never used them.
It is Lithuania though Estonia is a close second. Lithuania can proclaim the greater commonwealth which gives you cores on Poland parts of Germany and parts of the westerns soviet union. For Estonia you can get the Baltics and all of Scandinavia plus danish colonies or you can get the north of Norway and Sweden, Finland, the north of the Soviet
No Finland confirmed. Said on the stream by Dan, they couldn't fit it into the expansion and want to keep it back to pair it up with the scandinavian countries. Bit of a bummer for me. I think they didn't include Finland with the Soviets because not many people would buy a DLC with Sweden, Norway and Denmark only.
